The development team conducted a review of relevant frameworks, including:

- Breed Parent Club Codes of Ethics and mentoring guidelines.

- Purdue Canine Care Certification and animal welfare science literature.

- USDA/APHIS breeder regulations and state-level requirements.

- Educational standards from credentialing and apprenticeship models in comparable industries.

This benchmarking ensured the standards were rooted in both canine-specific expertise and broader educational practice.
 

Stakeholder Engagement

Input was gathered from across the breeding community and allied professionals:

- Experienced breeders and mentors provided real-world insights into essential competencies.

- Veterinarians and animal health professionals reviewed health and welfare elements.

Drafting & Review

The standards were developed in multiple stages:

2. Expert Review – Subject matter experts refined competencies for accuracy and relevance.

3. Pilot Validation – Standards were tested against real-world breeder case studies and mentorship models to confirm applicability.

Validation

To confirm relevance and rigor, the standards were mapped to authentic breeder tasks and reviewed for clarity, feasibility, and developmental progression (beginner → advanced). Stakeholder feedback was integrated to ensure the framework reflects actual breeder practice.

Publication & Maintenance

The finalized standards were formally published as a reference framework for breeder education. They are scheduled for review and revision on a 3–5 year cycle, with opportunities for public comment and stakeholder engagement to ensure ongoing relevance.
